Coal mine fire: owner can't hide behind regulations request said

The owner of a Victorian coal mine can caught hiding behind rules to their responsibilities not fire told an inquiry.
The State Government said an investigation into the fire, that owners GDF Suez in the coalmine Hazelwood risk management was committed.
The mine on 9 February, caught fire and burned for 45 days, surrounding city Morwell in toxic smoke and ash.
Josh Wilson QC, represents the Victorian Government solicitor's Office, said GDF Suez same risk had obligations as any other company.
"Suez in a regulatory environment, where it only required works, to ineffectual and only does - what other questions or tell it to do," said Wilson in his final submission to the investigation on Wednesday.
"Duty holders can not avoid its responsibility by saying that it is a foreign responsibility to tell them when she're doing things wrong."
A report the company has in a 2008 fire in the mine could create recommendations, which would have stopped or reduced rejected the implications of the latest fire claims.
Rachel Doyle, SC, GDF Suez, represents, said there were no legal obligations for the implementation of the recommendations of the consultant reports, and the 2008 fire fire was quite different than the 2014.
"There is no obligation to implement each recommendation by an outside consultant," Doyle said the investigation.
She said the fire was the result of unforeseen events, such as two forest fires threaten the mine at the same time as the power and emergency power supply went, came unexpectedly.
"It is this perfect storm of events that we submit, was not easily foreseeable," said Doyle.
The Government has presented no, his reaction to the evidence over the fire in the three-week investigation date with a written template on Monday come before Wednesday.

The investigation report will be passed by August 31 to the Government.
